Opportunity for Community Involvement in Dartmoor Planning
Dartmoor National Park Authority has published the ‘submission’ version of its Statement of Community Involvement. The document has emerged from earlier versions published for public consultation and participation in May 2005 and January 2006.
The Statement of Community Involvement sets out Dartmoor National Park Authority’s proposals for community involvement and public participation in the preparation of the development plan for Dartmoor National Park. It also sets out the approach to be taken towards community involvement in the consideration of planning applications.
It is called the ‘submission’ version because it is the one that is officially submitted to the Secretary of State for Communities and Local Government.
The aim of development planning is to encourage and promote sustainable development. This can only work if the documents associated with the process are prepared with substantial input from local communities and a wide range of other organisations with interests in the National Park.
If you would like to be involved in planning for a sustainable future in Dartmoor National Park you can make representations to the Authority on the Statement of Community Involvement. Representations of objection or support must be sent
to the Authority to arrive before 4.30 pm on Friday 4 August 2006. Those representations will be assessed by an inspector, appointed by the Planning Inspectorate, at a public examination later in 2006. The inspector’s recommendations will be binding on the Authority.
The Statement of Community Involvement is accessible on the Authority’s web site www.dartmoor-npa.gov.uk within the planning pages. Paper copies or large print versions of the document can be provided on request.

The Planning and Compulsory Purchase Act, 2004 (external link, opens new window) put in place a new system for the preparation of development plans. Under the new Act, a ‘portfolio’ of planning documents covering spatial development in the local planning area will be produced. The portfolio is called the Local Development Framework (LDF).
One of the documents in the portfolio is the Statement of Community Involvement (SCI). This sets out the aims and approach for involving the community in producing the local development documents in the LDF portfolio. The SCI also indicates how the Authority deals with planning applications.
The new planning system puts strong emphasis on the involvement of the local community and a wide range of other bodies in the preparation of planning documents.
National Parks cover 10% of the land area of England, Wales and Scotland. They are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment. However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers. Over 33,500 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
