Chairman and Deputy elected
At the meeting of the Dartmoor National Park Authority on Friday 29 June 2007 Nigel Hoskin, was re-elected as its Chairman for the coming year. Nigel served for 30 years in the Royal Navy, before embarking on a second career in Local Government and Further Education. A keen walker on Dartmoor since childhood, Nigel has lived in Dousland within the National Park for over 20 years. He joined the National Park Authority as a Secretary of State national appointee in 2003 and was elected Chairman in June 2005. Following his re-election Nigel said: ‘I am delighted and indeed honoured to have been re-elected as Chairman of DNPA. In the two years I have held this post I seem to have presided over a great deal of change. For those concerned, it has been demanding in terms of time, effort and indeed emotions and I have nothing but praise for all involved. The process of change and restructuring which we have gone through was necessary, and indeed, in the climate of our age, unavoidable. That said, it was not and is not an end in itself. |

We have an excellent Management Plan now out for final consultation and a sound Corporate Plan – together these must be statements of our commitment to quality and delivery. I firmly believe that relationships with our many partners and stakeholders have never been better, and participation by Members and staff alike has, as ever, been wholehearted, dedicated and professional. We are very well placed to deliver on our commitments and to focus increasingly on what we do best – looking after Dartmoor and working with its communities and stakeholders. I look forward to the opportunities and challenges of the year ahead.’
![]() | Members of the Authority also elected Helen Jenny, to the position of Deputy Chair. Helen is a retired Head of Upper School with thirty two years teaching experience. She has worked in a voluntary capacity, with Dartmoor National Park Authority’s Ranger Service for twenty five years and is a volunteer leader for the Duke of Edinburgh’s Award, Training Officer for the Dartmoor Expedition Panel and Chairman of the Devon Award Committee. She has been a Secretary of State appointed member of Dartmoor National Park Authority since 2004. New members appointed to the Authority are John Young, appointed from West Devon Borough Council, Stephen Purser, appointed from Teignbridge District Council and Derek Webber appointed by the Secretary of State as a parish member. Tom Archer, previously a Teignbridge District Council appointee is now appointed to the Authority by the Secretary of State as a parish member. |
The National Park Authority comprises 22 members. Six members are appointed by Devon County Council, and six by the District Councils (three from West Devon Borough Council two from Teignbridge District Council and one from South Hams District Council. Ten members are Government appointees, four of whom represent parish council interests. The other six Government appointees are persons, usually local, with specialist knowledge of, or a particular interest in, the National Park. They are appointed for a three year period and help provide the balance of local and national interests that is essential to the management of a National Park.

The National Park Authority’s duties and powers are derived from the Environment Act, 1995. The statutory purposes of National Parks, which the Dartmoor National Park Authority has the duty to pursue, are:
•to conserve and enhance the natural beauty, wildlife and cultural heritage of the area;
•to promote opportunities for the understanding and enjoyment of the area’s special qualities by the public.
In pursuing these purposes the National Park Authority also has the duty to seek to foster the economic and social well being of the local community.

The Draft Dartmoor National Park Management Plan 2007 -2012 is a plan for the whole National Park, not just the National Park Authority. The creation of sustaining partnerships between agencies and local communities will be essential to the successful delivery of the Ambitions and Goals therein. The Plan is available for public consultation in hard copy and on the Authority’s web site www.dartmoor-npa.gov.uk..
The Dartmoor National Park Authority Corporate Plan 2007-2010 is an overview of the National Park Authority’s planned work from 2007 to 2010 and reflects detailed actions and performance targets set out in Service Plans. It also details corporate risks and control procedures. The Corporate Plan can be viewed on the Authority’s web site www.dartmoor-npa.gov.uk.
National Parks cover 10% of the land area of England, Wales and Scotland. They are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment. However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers. Over 33,000 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
