Helping build a sustainable future for Dartmoor National Park

Dartmoor National Park Authority has just published the Submission Version of its Core Strategy Development Plan Document.  This important document forms part of the Local Development Framework for Dartmoor and sets out the broad aims to guide development in Dartmoor National Park in the period up to 2026.  It considers the direction the Authority will take on a broad range of land use issues such as affordable housing, employment and other important and emerging topics, such as climate change and social inclusion.

The Core Strategy Development Plan Document – Submission Version is subject to public consultation over a 6 week period from 15 June 2007 to 27 July 2007 (comments must arrive before 4.30pm on Friday 27 July 2007).  It is accessible on the Authority’s web site and may be freely downloaded.  An electronic representation form is also available on the Authority’s web site www.dartmoor-npa.gov.uk.  Paper copies or large print versions of the document can be provided on request.

The Core Strategy Development Plan Document - Submission Version, incorporating many changes introduced in response to public feedback during consultation so far, has been submitted to the Secretary of State.  An independent examination of the document, undertaken by an Inspector from the Planning Inspectorate, will now take place to assess its soundness.  The public hearings part of the examination will take place at the end of this year.  Early in 2008, the inspector will deliver a report, the recommendations of which will be binding on the National Park Authority.

Planning and Compulsory Purchase Act 2004 (external link, opens new window) has established a new approach to the preparation and production of documents that set out planning policy for the future and provide a framework for making decisions on development proposals. These new documents will ultimately replace the current local plans and will be prepared by every local planning authority.  Together they will form the Local Development Framework (LDF) for the area concerned.

In 2005, the Dartmoor National Park Authority began the process of preparing its LDF.  The first of the set of planning documents in the LDF portfolio to be produced is the Core Strategy.

The new Planning Act lays particular emphasis on the active involvement of the public in the preparation of planning documents.  Local communities, the general public, a wide variety of organisations and statutory agencies all have an important part to play.

The Core Strategy puts sustainable development principles within the special statutory and policy contexts that apply to the National Park so that development needs and conservation objectives can be kept in balance and Dartmoor’s special qualities protected.  The Core Strategy has taken into account a wide range of other plans and documents, including the draft Regional Spatial Strategy for the South West and the Community Strategies prepared by the Local Strategic Partnerships.  A Sustainability Appraisal report accompanies the document.

National Parks cover 10% of the land area of England, Wales and Scotland.  They are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment. However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers.  Over 33,500 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
