Dartmoor National Park Authority Performance Plan 2005 - 06

Incorporating an overview of our work in 2004 - 05

The Dartmoor National Park Authority has just published its Performance Plan 2005- 2006.

The Plan sets out information about the achievements of the Authority last year as well as its targets and action plans for this year.  The Plan will be of interest to people who want to know more about the Authority’s general work or a specific area of it.  A summary of some aspects of this Plan has been incorporated into the County and District Council summaries, sent to all households in the wider Dartmoor area.

Nick Atkinson, Chief Executive, Dartmoor National Park Authority, said:

‘The performance Plan clearly sets out all that has been achieved in the past year, and all that we hope to do this year, and at what cost.  Many of our targets and delivery are measured against those of the other National Park Authorities in England.  The potential for these Authorities, including Dartmoor, to deliver an integrated operation, close to the ground, that is sustainable in economic and social, as well as environmental ways, is increasingly recognised, and valued. This Plan illustrates why on Dartmoor.  It engages the help of many partners, and is achieved with the support of the Dartmoor communities, land owners, farmers, and visitors.  It is the basis of our justification to Government for National Park Grant, which brings some £4 million into the local economy.  Our strong contribution to Government agendas relate to access, sustainable development, education, health, and social inclusion.  We continue to build upon our solid foundations to secure into the future the beauty and full enjoyment of Dartmoor by all.’

The views of people who use the National Park Authority services are being sought.  Members of the public, including residents and visitors and those who work in the National Park, are invited to comment on this Performance Plan.  A Performance Plan will be produced annually to enable those who have an interest in the work of the National Park Authority to monitor its performance.

The Local Government Act 1999 requires all Best Value authorities, including National Park Authorities, to make continuous improvement to the way in which they carry out their functions, having regard to a combination of economy, efficiency and effectiveness.  Performance Plans publication forms part of this process.  The Dartmoor National Park Authority Performance Plan 2005-2006 details the National Park Authority's intentions for the years and sets out its programme of work and budgets for each of its functions.

The Plan does not contain all the National Park Authority’s policies for the management of the National Park and the control of development within it.  For more information you will need to refer to the Dartmoor National Park Management Plan, Dartmoor National Park Local Plan First Review 1995-2011 (Adopted Version) and the Devon Structure Plan.

National Parks cover 10% of the land area of England Wales and Scotland, and are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment.  However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers.  Over 33,000 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
