Appointments and new Members
At its meeting on 3 June 2005 the Dartmoor National Park Authority elected Nigel Hoskin as Chairman, and Maurice Retallick as Deputy Chairman for the coming year.
Nigel Hoskin is a Secretary of State appointed Member from Yelverton. Nigel is Devon born and has lived on the edge of Dartmoor for most of his life. Following a naval career, and appointment as Clerk to the Corporation, Plymouth College of Art and Design, Nigel has been a Member of the Authority since 2003. His personal interests are hillwalking, Dartmoor, home and village community, and travel.
Following his election Nigel Hoskin said:
‘It is a tremendous privilege to be elected to serve as Chairman for the Dartmoor National Park Authority. Amongst the Members of the Authority there is a huge range and amount of skills, talent and knowledge. As Chairman, I will endeavour to help focus those assets for the benefit of the National Park and its communities.’
Maurice Retallick is a Secretary of State Parish Council appointee from Ilsington. Twice successful in the National Park Parishes ballot for Parish Council appointees, Maurice has been a Member of the Authority since 1997. He farms at Bagtor, below Haytor Down, and is Chairman of the Haytor Commoners’ Association. A former Chairman of Ilsington Parish Council, Maurice is also an elected Member of the Dartmoor Commoners’ Council since 1985.
Following the Devon County Council elections on 3 May 2005, the County Council has reappointed Christine Marsh (Okehampton Rural) and Stuart Barker (Buckfastleigh) to the Authority, together with five new Members - James McInnes (Hatherleigh and Chagford) Phil Cook (Teignbridge South) Julian Brazil (Kingsbridge and Stokenham) Sally Morgan (Bovey Tracey Rural) and Alan Hosking (Yelverton Rural).

The election of Nigel Hoskin as Chairman of the Dartmoor National Park Authority follows the retirement in May of Bill Cann as a County Councillor, and County Council appointee to the Authority. Bill served on the Authority for 24 years, being Vice Chairman from 1985 – 1995, and Chairman for ten years to 2005. He oversaw the transition of the National Park Authority from County Council administration into free standing status in 1997. He was awarded the OBE for services to National Parks in 2004.
The National Park Authority’s duties and powers are derived from the Environment Act, 1995. The statutory purposes of National Parks, which the Dartmoor National Park Authority has the duty to pursue, are:
to conserve and enhance the natural beauty, wildlife and cultural heritage of the area;
to promote opportunities for the understanding and enjoyment of the area’s special qualities by the public.
In pursuing these purposes the National Park Authority also has the duty to seek to foster the economic and social well being of the local community
The full Dartmoor National Park Authority comprises 26 Members. Seven are appointed by Devon County Council, three each by Teignbridge District Council and West Devon Borough Council, one by South Hams District Council, and twelve are appointed by the Secretary of State. Five of these Secretary of State appointments are drawn from Parish Councils on Dartmoor and seven bring specific expertise and knowledge including broader national interests to the work of the Authority.

National Parks cover 10% of the land area of England and Wales and are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment. However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers. Over 33,000 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
