Dartmoor Local Access Forum – second annual report published
The Dartmoor Local Access Forum has published its second Annual Report. The Forum is a statutory advisory body established by the Dartmoor National Park Authority in November 2002. The Forum has the primary purpose of giving advice to the National Park Authority and the Countryside Agency on how to make the countryside more accessible and enjoyable for open air recreation, in ways which address environmental, social and economic interests. It also advises Devon County Council and the Forestry Commission where appropriate.
The Forum’s membership includes individuals representing a variety of interests including:
- users of the new rights of access introduced by the Countryside and Rights of Way Act 2000 (principally walkers), and users of local rights of way (for example walkers, horse riders and cyclists); and
- owners and occupiers of access land or land crossed by local rights of way;
- together with representatives of other interests especially relevant to the Dartmoor area, such as wildlife conservation, cultural heritage conservation, tourism, sport and recreation, health, outdoor education, the military, local businesses and the residents of nearby urban areas.
The Forum held four public meetings in 2004, encouraging and assisting access provision, giving strategic advice on particular issues of local relevance and improving liaison between interest groups.

Alan Taylor, Chair of the Dartmoor Local Access Forum since 2003, has been reappointed as Chair for 2005.
Local Access Forums are established by local highway authorities and National Park Authorities under the Countryside and Rights of Way Act 2000. The full Terms of Reference of the Dartmoor Local Access Forum are available from the Secretary or on the Forum’s website.
National Parks cover 10% of the land area of England, Wales and Scotland. They are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment. However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers. Over 33,400 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
