Statement of Community Involvement
The Planning and Compulsory Purchase Act 2004 has established a new approach to the preparation and production of development plans. Under the new Act, a ‘portfolio’ of planning documents, covering the spatial development requirements of the area, will be produced. The whole portfolio is called the Local Development Framework (LDF). One of the documents contained in the LDF portfolio is the Statement of Community Involvement (99k), setting out how local communities can get involved in plan-making. The Dartmoor National Park Authority has just published a preliminary draft of this document and the Authority is inviting comments on it.
The new Act lays particular emphasis on the active involvement of the public and local communities in the preparation of the planning documents in the local development framework. Planning shapes the places where people live, work, visit and enjoy. It has a critical role to play in ensuring that people have homes, employment opportunities and quality local environments, and in providing for those needs in a sustainable way. Local communities, the general public, relevant stakeholders and statutory agencies all have their part to play in helping to construct the planning framework from the earliest stages.
The Dartmoor National Park Authority has always undertaken wide-ranging and comprehensive consultation rounds and public participation exercises in preparing its local plans. The Authority intends to continue in this way under the new planning legislation. However, there are always new ways in which the consultation and participation rounds can be made easier and more effective. Electronic communication methods - the world-wide web and e-mails in particular - are a great help in this respect
The draft Statement of Community Involvement is accessible on the Authority’s website www.dartmoor-npa.gov.uk within the planning pages. The document may be freely downloaded and copied. Paper copies or large print versions of the document can be provided on request.
