A sustainable future for Dartmoor National Park

Following the adoption of the Core Strategy Development Plan Document in April 2008, Dartmoor National Park Authority now intends to prepare a development plan document (DPD) called the Development Management and Delivery DPD, which will set out more detailed subject related development management policies to guide spatial development within the National Park.  The document will also contain site specific policies to protect land or enable particular land uses to be delivered.  This important document will form part of the Local Development Framework for Dartmoor and together with the Core Strategy will set out the comprehensive framework needed to advise and guide development in Dartmoor National Park in the period up to 2026.  At this early stage in the preparation process, Dartmoor National Park Authority would like to get as much feedback as possible from the public on the topics and issues that need to be covered.  

The Authority has published a set of papers highlighting the topics that the document is likely to cover and the issues that should be considered.  Three papers have been published:

Part 1 - Introduction and development management policies

Part 2 - Settlement and site specific policies

Part 3 - Delivery of affordable housing.

These documents are accessible on the Authority’s website: www.dartmoor-npa.gov.uk. Paper copies are available on request.

The issues papers of the Development Management and Delivery DPD are subject to public consultation over a period ending on Friday 15 May 2009.  They are accessible on the Authority’s web site and may be freely downloaded.  An electronic representation form is also available.  Paper copies or large print versions of the documents can be provided on request.

Notes for Editors

Planning and Compulsory Purchase Act, 2004 (external link, opens new window) established a new approach to the preparation and production of documents that set out planning policy for the future and provide a framework for making decisions on development proposals. These new documents will ultimately replace the current local plans and will be prepared by every local planning authority.  Together they will form the The Local Development Framewor (LDF) for the area concerned.

In 2005, the Dartmoor National Park Authority began the process of preparing its LDF.  The first of the set of planning documents in the LDF portfolio to be produced was the Core Strategy DPD, which was adopted by Dartmoor National Park Authority in April 2008.  Other planning documents forming part of the Local Development Framework for Dartmoor National Park include the Development Management and Delivery document, a Minerals and Waste document, and a supplementary Design Guidance document.

The new Planning Act lays particular emphasis on the active involvement of the public in the preparation of planning documents.  Local communities, the general public, a wide variety of organisations and statutory agencies all have an important part to play.

The documents comprising the Local Development Framework put sustainable development principles within the special statutory and policy contexts that apply to the National Park so that development needs and conservation objectives can be kept in balance and Dartmoor’s special qualities protected.

National Parks cover 10% of the land area of England, Wales and Scotland.  They are of special value to the whole nation because of their great beauty, their wildlife and cultural interests and the opportunities they offer for quiet enjoyment.  However, they are not nationally owned - the land is in the hands of many landowners or occupiers including farmers.  Over 33,400 people live inside the Dartmoor National Park and many millions of visits are made to it each year.
